    Our Sport Needs Your HELP!

    Governor Jennifer M. Granholm issued Executive Order 2009-45 October 8, 2009, “creating a new Department of Natural Resources and Environment (DNRE) to protect and conserve Michigan's air, water and other natural resources. The new department will assume the powers and functions of the Department of Natural Resources (DNR) and the Department of Environmental Quality (DEQ), which are abolished by the executive order. The order takes effect January 17, 2010.”

    Within this executive order, “The Michigan Trailways Advisory Council and the Michigan Snowmobile Advisory Committee also are abolished. Their functions are transferred to a new seven-member Michigan Trails Advisory Council within the DNRE that will advise the governor and the DNRE director on creating, developing, operating and maintaining motorized and non-motorized trails in Michigan.”

    Following the executive order the Natural Resources Commission initiated steps to abolish the ORV Advisory Board.

    What is an Executive Order?
    The Michigan Constitution of 1963 vests the executive power of the state in the Governor. That power is exercised formally by executive order. Executive orders may reorganize agencies within the executive branch of state government, reassign functions among executive branch agencies, establish an advisory body, commission, or task force, regulate conduct within the executive branch of state government, or proclaim or end an emergency. Once signed by the Governor, executive orders are filed with the Secretary of State, where the orders are sealed and retained by the Office of the Great Seal.

    After participating in much debate with those in opposition to Executive Order 2009-45; the Governor has issued Executive Order No. 2009 - 54:

    WHEREAS, changes in the organization of the Michigan Trails Advisory Council will help assure adequate representation of persons in Michigan interested in recreational activities involving snowmobiles;

    Did you see any mention of ORV User Groups in this new executive order?

    The new Board will be titled, Michigan Snowmobile and Trails Advisory Council. There are six user groups (snowmobile, equestrian, bicyclists, hiking, skiing, and off-road vehicle trails) striving to be a part of the new nine-member Council. The Off-Road Vehicle represents four individual groups within itself (ATV/Quad, Full-Size, Motorcycle & Side-by-Side).

    It is my understanding that the Snowmobile Association has locked up 4 of the 9 available positions on the Michigan Trails Advisory Council. Now the four user groups within the Off-Road Vehicle have to compete along with the equestrian, bicyclists, hiking, skiing folks for the remaining positions; that’s 7 user groups competing for 5 available positions.

    I had an e-mail asking for some information of what to write and/or say.

    Tell them of your love for the sport.

    Tell them of the importance our sport is to your family.

    Tell them of the economic impact you can have to where you travel.

    Tell them we have a long standing relationship in working with various user groups.

    Tell them we do Trail Maintenance to help our sport and to help preserve our natural resources.

    Tell them are user group consists of all walks of life and that we multi-sport in that we hunt, fish, snowmobile, ATV…but our greatest love is taking our family to enjoy what Michigan has to offer in our Off Highway Vehicle of choice.

    Wrote my letters.

    I think it pisses me off the most that I will get yet another form letter mailed snail mail to me from Dave Camp. They all say the same exact thing, and all go straight to the trash.

    After visiting GL4X4.com and MichiganWheelers.com, I did not see anything relating to this post and have forwarded a request to each webmaster asking for their Help!

    I may have missed it...I had really hoped to find the post and some ensuing comments.

    I sent several emails awhile back. I just hope others do the same. I don't know why but the folks at atvoffroad seem quiet about this whole issue.
