    Magnitude of Cape Hatteras National Seashore Negotiated Rulemaking

    The work UFWDA is doing at Cape Hatteras National Seashore will impact accessibility of other National Park Service units in the years to come.

    The following units are currently undertaking ORV rulemaking: Cape Lookout National Seashore (NC), Wrangell-St. Elias National Park and Preserve (AK), Glen Canyon National Recreation Area (UT), Sleeping Bear Dunes National Lakeshore (MI).

    The project at Cape Hatteras National Seashore will also be utilized by the environmental and species conservation organizations to demand a change in protections measure across all NPS units where ORV use is permitted based upon the natural resource management decisions arising from the ORV rulemaking. For example, if Cape Hatteras National Seashore species management plan, which is encompassed as part of the ORV rulemaking, continues to prohibit the relocation of loggerhead turtle nests, despite a 40% nest loss due to natural storm events, nest removal at other units such as Padre Island in Texas will be in serious jeopardy. If nests relocation decisions are changed at Padre Island and the number of hatchlings decreases as a result, Padre Island would surely enact harsher ORV driving restrictions as a result.

    Final Report Cape Hatteras National Seashore

    Cape Hatteras, NC -- March 30, 2009 -- The work by UFWDA at Cape Hatteras National Seashore Recreational Area, a unit within the National Park Service system, was undertaken because of its national significance to Off-Road Vehicle (ORV) management by the NPS around the United States.

    There are currently 5 other units pending ORV management that will be influenced by the outcome of the work at Cape Hatteras. Those units include Cape Lookout National Seashore (NC), Wrangell-St. Elias National Park and Preserve (AK), Glen Canyon National Recreation Area (UT), Sleeping Bear Dunes National Lakeshore (MI), and Assateague Island National Seashore (MD and VA). This document is the final report of UFWDA and its access partners, listed on page 1 of the document, in regards to more than a year of negotiated rulemaking where stakeholders attempted to reach consensus on ORV management at Cape Hatteras.

    Wow, what a document!

    Carla sure does a GREAT job!



    Wouldn't it be nice to wheel in Sleeping Bear again?
    My grandfather's cabin was the last structure on the Plat River before it empties into Lake Michigan. I have some VERY fond memories of that area -- BEFORE it was all closed down and the buildings bulldozed.
