    Default ORV Advisory Workgroup Meeting - 11/5/2014

    The ORV Advisory Workgroup (who reports into the MTAC - Michigan Trails Advisory Consul), will be meeting on Wednesday November 5th at 6:30pm. The meeting will take place at the Michigan United Conservation Clubs located in Lansing Michigan.

    If you are going or interested in going and willing to represent GLFWDA (only requirement is to take notes) please let me know. We will reimburse for fuel costs to get to/from the meeting.

    Here are some notes from the meeting last week. Thanks to Pat Brower for attending and re-upping his term to sit on the ORVAW board.

    ORVAW Meeting Nov. 5, 2014

    The meeting opened with the reappointment of several sitting members of the Workgroup, including another two year term for GLFWDA’s representative, Pat Brower. Mr. Brower looks forward to serving your interests as the first and only full-sized 4WD representative ever named to the States Workgroup. If you have questions or items you’d like addressed be the ORVAW, you can email him at trail_fanatic@hotmail.com, or contact the Department’s liaison to the Workgroup, Steve Kubisiak (pronounced Kubicheck) at KubisiakS@michigan.gov.

    Mr. John Noyes from Oakland County Parks and Rec. presented an update on the proposed south east Michigan ORV scramble area. They hosted a very successful preliminary event called the ‘Dixie Gully Run’ of which most of you are already aware. The OCPR should hear whether their Grant application is approved for the purchase of the land by December 3rd. The event received NO complaints from any neighbors. This is a critical issue for OCPR. The most typical complaints at the Mound ORV area are noise and dust. The OCPR location is below grade in an old mine pit. This helps noise abatement by forcing sound straight up and not allowing it out in to the surrounding neighborhoods. OCPR staff did notice dust, but when they tracked sown its source, it was actually found to be coming from the mining operations that are still underway in other portions of the property, NOT from ORV use. The amount of dust from the ORV event was minimal to nonexistent.

    Dr. Dan McCole of MSU presented the Workgroup with results of the ORV User Preference Survey MSU conducted on behalf of OCPR to determine what types of experiences and facilities were desired by the ORV community. A TREMENDOUS response and mountains of data were received. This will help OCPR ensure a top-notch facility that includes what users are looking for and avoids the inclusion of those things deemed unnecessary.

    DNR representative Jason Flemming announced a change in dates for next year’s free ORV riding weekends. They will be in the beginning of June and at the end of August in 2015. The change in the latter date is intended to garner a greater draw because it will occur before school starts again in the fall. The hope is to draw in more families.

    Jackie Blodgett presented a Budget Report outlining the financial status of the program over the last three years. This gave the Workgroup a comparison between the expenditures, sticker sales, and revenues generated under the last two years at the old sticker price and our first year under the new one. There was nothing but great news here. Sales did NOT drop due to the increased cost as we’d anticipated. Sales are actually quite on par with past years. The ORV Fund is no longer being depeted at an alarming rate; in fact it is now growing again. We’ll finally be able to begin some of those long overdue maintenance projects that have been on hold for the last several years. Mr. Brower was named to sit on the subcommittee charged with prioritizing the backlog of maintenance. He hopes to ensure an equitable distribution amongst the various forms of trail and route so that all types of user groups see improvements soon. This will depend on the needs of the overall system, however.

    Lastly, dates were set for next year’s ORVAW meetings. They’re tentatively scheduled for March 11, May 13, Aug 5, and Nov 4th. It was requested that at least one of the meetings take place in the Upper Peninsula, with three of the seven member Workgroup residing there. The most likely choice is the August meeting, if a suitable location can be found. You can keep an eye on the ORVAW section of the DNR’s website (located at the bottom of the ORV section) for final time and location details
