Find out if the shackles move, if the bolts are froze to the bushings it will be stiff also. These aren't easily unstuck you may end up cutting bolts and replacing bushings.

Where is it leaking at? The wheel or the housing were the axle presses in. My first opinion is it's odd to need a housing.
