Is it brand new? Ihad a problem with mine. On some units, there is a check valve so that when turning it off, it is used to allow the air to release into the dif rather than back all the way to the regulator. My check valve got stuck open so it was not allowing the unit to pressurize.

Hopefully it is that simple.

I'm not sure if this would help at all, but one time, I had some air line that I thought was good, ended up someone or something, or me!, stepped on it in just the right way that it cracked the long way, no marks, but it would leak only when it was pressurized to about 20+psi. Compressor just kept running, so I couldn't hear the stupid leak...a real compressor hooked up to it and some soap found it.....
